교육부와 법무부가 지난 2014년 1월 23일(목) 발표한 「2013년도 외국인 유학생 유치관리역량 인증제(IEQAS)」 평가 결과에서 우리대학이 인증 대학으로 선정됐다.  
 
인증기간은 3년(2014년 3월~2017년 2월 말)이며, 인증결과는 대학알리미, 한국유학정보시스템 등 교육부 공식 누리집을 통해 공개된다. 4년제 대학 기준, 2013년도 선정 인증대학은 우리대학 이외에 총 49개교(기존 22개교, 신규 20개교)이다.

이번 인증 대학 선정으로 우리대학은 앞으로 외국인유학생 입국 시 출입국 심사 등이 완화되고, 정부초청장학사업(GKS) 등 대학 지원사업에 참여할 경우 인센티브 등의 혜택을 받게 된다. 또, 인증제 평가결과가 재외공관 및 한국유학종합정보시스템 등에 외국인 유학생의 대학선택을 위한 공신력 있는 정보로 제공됨에 따라 외국인 유학생 유치에 한층 탄력을 올릴 수 있을 것으로 예상된다.

외국인 유학생 유치․관리 역량 인증제는 한국 고등교육의 국제적 신뢰도 및 경쟁력 제고를 위해 유학생 관리의 모범적 기준을 제시, 유학생 질 관리를 제도화하기 위하여 2011년에 최초로 도입되었으며, 유학생 유치․관리 역량이 우수한 대학에 인증을 부여하고 있다. 우리대학은 2011년부터 매년 인증 신청을 하였으나 선정되지 못했다.

이번 인증평가는 ▲외국인 전임교원 수 및 비율 ▲해외 파견학생 수 및 비율 ▲국내 유치 교환학생 수 및 비율 등 8개 정량지표를 평가하는 1단계, ▲중도탈락률 ▲외국인유학생 다양성 ▲재정건전성 등 6개 절대지표와 자체평가보고서를 평가하는 2단계, 그리고 현장평가인 3단계 절차로 진행됐다.

조남욱 국제교류본부장은 “이번 외국인 유학생 유치․관리역량 인증 대학 선정으로 우리대학의 외국인 유학생 유치․관리 역량 수준이 대외적으로 우수한 것으로 평가받은 데 의미”가 있다면서도 “인증대학 유지를 위해서는 외국인학생 의료보험가입률, 중도탈락률 등 매년 절대지표 기준값을 충족해야하는 만큼 상대적으로 취약한 지표값 개선 방안을 마련”할 것이라고 말했다.

The Ministry of Education and Ministry of Justice proclaimed SeoulTech as a member of accredited universities for the International Education Quality Assurance System on January 23, 2014. The accreditation will last for three years(March,2014 ~ January,2017). For the year 2013, 49 other universities were accredited (22 existing, 20 new-entry).

The IEQAS is aimed at fortifying domestic universities’ management skills of international students by suggesting ideal standards for the recruitment and management of the foreign students. Tertiary institutions received accreditation with a good results will have IEQAS mark and more chances to benefit from the Global Korea Scholarship(GKS). For those with issues found will face disadvantages such as restriction on issuance of visa for undergraduate students.

The system uses two quantitative indicators, Globalization(10 points): ▲ Number and ratio of full-time international faculty, ▲Number and ratio of outbound students, and ▲Number and ratio of inbound students(junior colleges excluded). International Student Management Ability(90 points): ▲Number and ratio of international students, ▲Dropout rate of international students, ▲International students’ impact on fiscal soundness, and ▲Accommodation provision rate for new international students.

Office of International Affairs’ dean, Prof. Nam-wook Cho said “This accreditation shows that our university is superiorly competent in attracting and managing foreign students” He added, “ In order to maintain this status, the rate of foreign students applying for health insurance, the mid-dropout rate, etc. While meeting the indicators needed, all the relatively weak factors should also be improved.
